It is the mission of the Russell Center for Creative Arts (RCCA) to promote Detroit And the creative development of the city. Through a network of artists, business owners and government bodies, to spotlight local opportunities, to the public, in and out of state. The eventual creation of the RCCA grant and scholarship program, intended to provide educational funding for in-need students pursuing an education in the arts.
